Shelter in Place

If you did a warning to people to “Shelter in Place” would they know what to do? That was my concern at King County when we included a “Shelter in Place” ad in the mix of media marketing that we did.

It is good to see at the Redefining Readiness web site that Roz Lasker sent me had a section on Shelter in Place. They took it another step and put more detail in it to for schools, workplaces, homes and governments.

A recommendation to shelter in place is a highly technical PAR (Public Action Recommendation). While research is available on Shelter-In-Place versus evacuation it must be thoroughly understood and its limitations known both by Emergency Managers and the Public. Very little accurate information has been made available to the public on this PAR and how and when to accomplish it. It should NOT be the subject of casual or sloppy decision making. The issue was litigated in a formal administrative proceeding at the Seabrook Nuclear Power Station from 1989 to 1993 in the context of a core-melt incident/event at a nuclear power station. It is the subject of regulatory guidance from the NRC (Nuclear Regulatory Commission).
